The UK and US have concluded a important commercial pact that will maintain zero import taxes on UK medicine shipments going into the US market.

The Terms of the Pact

Under the terms of the agreement, the UK has committed to raise funding on drugs through the NHS. This move guarantees that import taxes on these key exports will remain at nothing for a duration of three years.

This deal follows recent threats to dramatically increase duties on patented pharmaceutical products, with potential rates discussed up to 100%.

"This agreement between the United Kingdom reinforces the global environment for new treatments and establishes long-overdue balance to transatlantic pharmaceutical trade," an announcement said.

Trade Significance

Medicines constitute one of the Britain's biggest goods shipped to the US, which is by far the largest market for leading British pharmaceutical firms.

Statistics indicate that in the year to the end of the third quarter, the UK exported medicines valued at over eleven billion pounds to the US. This amount represented nearly one-fifth of British export trade in that period.

"This deal secures work, increases funding and facilitates the UK to establish itself as a worldwide center for biotech and pharma," a minister remarked.

Specific NHS Changes

The pact includes several specific pledges from the United Kingdom:

  • Higher Cost Ceiling: The UK will raise the affordability limit at which it judges new therapies to be unaffordable by twenty-five percent.
  • Increased NHS Spending: There is a aim to increase total public funding on treatments from 0.3% of the national economy to 0.6 percent over the next decade.
  • Rebate Cap: The sum manufacturers must pay back to the NHS to control costs will be capped at 15%. Previously, refunds topped twenty percent.

Broader Context

The pact takes place against a long-running dispute between the pharmaceutical industry and the British authorities over drug pricing and approval rates.

These tensions were intensified by arguments that American patients were paying several times more for the same drugs than consumers in the Britain and the EU.

Recently, several large pharmaceutical investments in the UK have been delayed or abandoned, while major investments have been announced toward American operations.

The Science Minister acknowledged that the NHS must spend more on treatments, noting that its spending on drugs had shrunk as a share of its total funding over the past decade.
